"Rural Development Programme" (RDP 2014 to 2020) is one of the richest programmes in terms of the types of activities funded and the amount of the financial resources - the budget of the programme amounts to 2.9 billion Euro.


In accordance with the policy objectives of the EU strategy for Rural Development 2014 - 2020 the Programme has three main objectives:

1. Increasing the competitiveness and achieving balanced development of agriculture and food industry.

2. Ecosystem protection and sustainable management, use of natural resources in agriculture, forestry and food industry, climate change prevention and adaptation

3. Socio-economic development of rural areas, providing new jobs, poverty reduction, social inclusion and better quality of life.


The program is structured in five thematic priorities and fifteen priority areas of the EU policy for rural development. Moreover, various interventions are planned for achieving the specific objectives of the thematic priorities, incl. stimulating innovations andtransfer of knowledge and information, thus it addresses all priorities / priority policy areas for Rural Development of the European Community.

The main directions (measures) that will be funded are:

Measure 1. Transfer of knowledge and awareness actions

Main beneficiaries:
Organizations offering training courses, seminars, demonstrations and organizing visits to farms


Measure 2. Consultancy, farm management services and farm replacement services

Main beneficiaries:
Providers of consultancy services

Measure 4. Investments in physical assets

Main beneficiaries:
Farmers (natural and legal persons) and all registered under the Farmers Assistance Act, groups of producers, businesses and companies

Rural communities and state enterprises

Measure 6. Development of farms and enterprises

Main beneficiaries:
Farmers (natural and legal persons) and all registered under the Farmers Assistance Act , groups of producers, enterprises and companies, especially young farmers

Measure 7. Basic services and renewal of villages in rural areas

Main beneficiaries:
Rural communities and state enterprises

Community centers, municipal enterprises, companies under the Commerce Act, whose shareholder is the municipality

NGO’s and local religious branches

Measure 8. Investments in forest areas development and improved viability of forests

Main beneficiaries:
Physical, legal persons and local religious branches, municipalities, owners / managers of agricultural and non-agricultural land, tenants associations of the above, SMEs and foresters, service providers

Measure 9. Establishment of groups and organizations of producers

Main beneficiaries:
Farmers (natural and legal persons) and all registered under the Farmers Assistance Act, groups of producers, businesses and companies

Measure 10. Agroecology and climate

Main beneficiaries:
Farmers (natural and legal persons)

Measure 11. Organic farming

Main beneficiaries:
Farmers (natural and legal persons)

Measure 12. Payments under Natura 2000 and the Water Framework Directive

Measure 13. Payments for areas with natural or other specific constraints

Main beneficiaries:
Farmers (natural and legal persons)

Measure 14. Humane treatment of animals

Main beneficiaries:
Farmers (natural and legal persons) and all registered under the Farmers Assistance Act, groups of producers, businesses and companies

Measure 15. Environmental services and services relating to the climate in forest areas

Main beneficiaries:
Owners, tenants or managers of forest areas

Measure 16. Cooperation

Main beneficiaries:
Farmers (natural and legal persons) and all registered the Farmers Assistance Act, groups of producers, businesses and companies

Measure 19. Community-led local development (CLLD) Leader

Main beneficiaries:
Rural communities and state enterprises
